Device unlock - what's taking so long?

Company phone (iPhone 7Pro) bought through employee purchase after routine replacement. Device unlock request was submitted on 12/27 and still no response or status update other than "Currently in process". Certainly taking longer than the 48 hours advertised...what is the delay? Can provide both IMEI and unlock request numbers as needed.

If the phone was originally purchased through business the business is going to have to submit the unlock.
