Service locked to 3g

Recently, my wife's unlocked phone had some issues including VM completely not being able to be accessed and being locked to 3g. After many connects with support including chat, call, and in-store, we finally got VM to work but still locked to 3g, even with a completely new SIM card. Please help!

No one else has run into this issue? The store folks said they've run into others, but have no idea what to do.

I'm back from a vacation and I see there haven't been any solutions. I'll have to go back to calling support hoping that will eventually get me somewhere.
