Prepaid Hotspot 3

I have a normal business cellular account with ATT.  I have xfinity as my internet provider.  My business is very dependent on the internet.  I'm trying to have a back up in case my internet goes down.  I purchased a prepaid ATT Hotspot3 from Walmart.  I called to investigate my options and was initially told that instead of using it as prepaid I could activate it as part of my normal business account.  Supposedly that was done but I only get a "connected without internet".  When I called back to ATT I was subsequently told that it could only be a prepaid device and cannot be added to my account. 

I'm trying to find out if a hotspot purchased as a prepaid internet device can be converted/used as just an extra device as part of my regular ATT account.

I don't need you to look at my specific account.  I just need to know in general, or as a rule, can a prepaid ATT Hotspot3 be used under a normal plan or can it ONLY be used as a prepaid device.
