AT&T no longer owns any network in the Caribbean. AT&T sold its Caribbean Network to Liberty mobile over a year ago..

However, even though there is no ATT service in Puerto Rico, usage in Puerto Rico should not get any roaming charges.

Someone posted they were charged for 3 days worth of travel day pass in the US Virgin Islands.
Technically legit, as they are roaming.
It has been over a year since Liberty took over the US Virgin Islands and Puerto Rico. I have no idea if there is a long-term agreement to allow AT&T users on Liberty without roaming charges.
