The only time you pay extra is if you are calling a long distance phone number, or if you are roaming outside of the USA. Based on the limited information provided it doesn't sound like either is the case.
If you are in the USA and you are calling someone with a USA phone number it doesn't matter where they are, you are in the USA and you are making a local number to local number phone call.
The person who is traveling, aka roaming, should have a roaming plan added to their phone so that they do not pay excessively for making or receiving phone calls, or using data
