There are several options. The simplest is to figure out the e-mail address for the phone number you want to text (it differs per carrier, so you have to know what phone service the phone number is on; for an AT&T subscriber, the form would be the number followed by @txt.att.net, e.g. for (555) 123-4567, the address would be 555123456 7@ txt.att.net). Then send an e-mail to that e-mail address.
There are services that will send texts for you, such as Twilio, but using them is not exactly simple, either, and will usually cost you.
The e-mail address form that we've provided you only works for AT&T phone numbers. But Verizon and others have the same feature, but the address is different.

No. It used to be possible but not anymore, at least not through ATT. There might be third party services that let you text from your pc. You can also send texts from email. To text an ATT number from email, you send the email to “number @ txt.att,net” (minus the spaces). Other carriers have similar email to text addresses.
