Telephone Pedestal in the middle of my property and should be at property line.
There is a telephone pedestal in the ditch at the middle of my property line. I cant put in a good driveway. This should have been placed at the property line.

It's with-in an easement, nothing says where it has to be placed with-in the easement, they are placed where the engineers drawing says to place them. If you require it be moved you'd need to contact the buried wire center. This most likely would be at your expense and quite expensive.
