We can definitely provide you with some more information on this.
The Affordable Connectivity Program (ACP) is replacing the Emergency Broadband Benefit (EBB) program, as that is a temporary federal program designed to help eligible households pay for internet and wireless services during the COVID-19 pandemic.
The Affordable Connectivity Program will extend and modify the EBB, which started on December 31, 2021.

ACP and the Lifeline programs are here? Most providers offer both, does ATT offer them together? I have ACP through ATT and Lifeline with another but would rather they both be with ATT since I have been with them for many many years.

That is about the internet service only. I am referring to the internet and the cellphone service. As I stated, I am already receiving discounted internet but am also receiving free cell phone service through a government service provider. I would have to guess the answer to my question is No, ATT does not offer that service.

Lifeline and ACP are 2 different programs offered from the government with the same eligibility criteria. Lifeline is a free government program and ACP is a reduced fee program. No free things here. The link you provide above regarding Lifeline is very specific to the landline program years ago.
