AT&T model CL82107 won't play recorded greeting

I have recorded my greeting, but callers do not get my greeting, they get "you have reached telephone number xxx-xxx-xxxx." I have called my own number and don't receive my recorded greeting, but when I play the recorded messages from my calls, I get the greeting repeated back to me instead of my message. Very strange. I have used both the greetings wizard function and the re-record function and turned on the answering service function. When I play my greeting to verify it, it plays my greeting, so I know it is there, but the greeting will not play for incoming calls.
