remove old phone lines from outside my house I am told 2 of the 4 wires are old phone lines for landline, which I no longer use One is rubbing against electrical line

To report an unburied wire, exposed cable, or dangerous wires, both AT&T @grablfratz, customers and non-customers can report it by calling here, 800.924.9420.

We have an old land phone line in our back yard where we are wanting to dig. Can we remove it or does AT&T need to come and remove it?

As long as you don't interfere with anyone's service or create a hazard to the public you can do it.
