Can not call out nor receive calls. Phone indicates Line in Use

Hello, I am unable to get assistance with my issue due to not being able to use my phone line.

 

Since Saturday morning (8/5), I am unable to use my phone.  At first, I thought it was the telephone itself and used another.  I got the same no tone sound with that one.  I had then brought a new phone and it too has no tone sound.  The new one has a display that constantly states, "Line in Use."  The website only has a phone number for tech support.  I used the chat to tell an agent the issue but told me to call tech support even though I can't use my phone line.  He/She then written he/she will make a note to the manager to see if the manager will open a ticket on my behalf and I'll be emailed.

 

It has been just one business day, but three days of not having a phone.  

How do I get in contact with ATT tech support to view my issue?

Thank  you for the reply, sometime on Tuesday (8/8) before I got home from work, the phone line was no longer indicating "Line in Use" and I did hear a dial tone.
