Line in use....Cannot get dial tone

Phone says line in use I cannot clear it to get a dial tone

You don't say what service you're using.  If U-verse try resetting your modem.  If this is a traditional landline test from the NID with a known working corded phone, if still bad at the NID report to the phone company.
