attwifimanager won't work

I am trying to unlock my phone but attwifimanager won't pull up. My instructions say to login to http://192.168.1.1  It just grinds and won't load. Therefore, I can't unlock my phone. I need help!

After requesting an unlock code through AT&T which was approved and provided, I was sent the same link and instruction:

Unlock instructions:

Unlocking the SIM on the AT&T Velocity™ Mobile Hotspot

 1. Insert a non-AT&T SIM card into the mobile hotspot.

Note: You cannot use an AT&T SIM card to unlock the device.

 2. Power on your hotspot and connect to the Internet.

 3. On your laptop (or other Wi-Fi device), access the AT&T Wi-Fi Manager home page

 by visiting http://attwifimanager or http://192.168.1.1

 4. Enter the login credentials (the default is attadmin) and click Login.

 5. Enter the unlock code and click Apply.

Note: You may be prompted with a request to turn off the LCD on your hotspot.

 Press the Power button on the hotspot to turn off the screen, and then click OK.

 6. Once the unlock code is accepted, your mobile hotspot is ready for normal use.

 

BUT DOES NOT WORK, AT&T. 

I called AT&T technical support but was told IT SHOULD WORK and left it there.

 

POOR tech support AT&T, unacceptable.
