unable to transfer the billing responsibility
I'm unable to transfer the billing responsibility. I tried a number of times and also contacted customer care via phone and chat with no luck. I keep getting below error message
SD035: The information you've entered cannot be used to access this site. The U-verse account owner will need to sign in using their AT&T Account Management sign in credentials.

We're always here to help you! There are different rules that guide a successful billing responsibility transfer and the process involves participation from both the current account owners and the future account owners.
The transfer process starts online, where the current owner go to Transfer of Billing Responsibility with their AT&T Access ID and password.

I have tried numerous times to use the Transfer Billing Responsibility page but it won't let me login. When I type in my account credentials I get this message: SD035: The information you've entered cannot be used to access this site. The U-verse account owner will need to sign in using their AT&T Account Management sign in credentials.I can log on at att.com just fine but it won't allow me to log on in transfer billing. I know is not a password issue because when I try to put an incorrect password to see if I get the same message, I get a different message saying the password and username do not coincide. Therefore, I know is a a username not password issue, and my login credentials arre correct as I am logged into my account as I am doing this. I also tried going to att.com/transferbilling as directed by the representative and I get this message: Request Error (invalid_request). Your request could not be processed. Request could not be handled. This could be cause by a misconfiguration, or possible a malformed request. Transaction ID: 9efead0bccd9db6a-0000000057e4b50a-000000005dc1beeb. For assisstance, contact your network support team.

I also have tried through different browsers and devices and I still get the same error with all.
