Sudden problems with streaming

Starting about a month ago, my Netflix and Amazon Prime streaming on my computer all of the sudden began "stuttering."  What I mean is, it will stop for a fraction of a second and then continue.  Sometimes it will start buffering in the middle of a movie.  I've contacted Netflix and Amazon and they both say it's my internet speed.  I went through all of the troubleshooting steps, and it still happens. *I have never had a problem streaming before with this speed.*  How will you make good on this?

 

(I do NOT want someone to up-sell me to a higher speed; I would go to another provider who can ensure flawless streaming instead.)
