AT&T Confusion

I have several AT&T boxes on the easement on my property, one of which has my plat number on it. I am building a new house on the lot. I know for a fact that the houses on both sides of me have AT&T service. When I contact AT&T they consult an internal map and say "that neighborhood has no service". The owner of a house built across the street from me last year said he "just hired a local contractor to connect to the box and run the line to his house" which he got AT&T to connect. (And I think it is fiber which baffles me). How can I find someone in AT&T that actually knows and can speak to what is available at my location? The call centers are a waste of time.
