You should be talking to your local property taxing authorities.  They are the ones that determine WHERE the UTILITY EASEMENT is and hopefully would be able to tell you whose equipment that is.

That looks like a local cable company pedestal, who services your area for cable?

Comcast, Cox, and Spectrum are the big three cable companies but there are many.
