1) You shouldn't post personal information on this public forum. That includes your address.
2) There is no telling if that fiber being buried is even intended for residential use. Unless you see pedestals or boxes installed at the home level, it's not. Even then, AT&T normally "turns up" an area at once, so they wait until all the work in a community is done so that they can make the best of their marketing effort when they turn it on and to attempt to be staffed for the onset of new subscribers. It could be many months.
