Electrical Power at AT&T Outside Box?

No. Power is needed indoors to power the indoor Ont if installed. If a  fiber to the gateway install, power for the gateway only. Normal indoor outlet. 

Moving to the fiber forums. 

No, but there's also no need for twisted pair to come outside either.  10 years ago, AT&T would have suggested Twisted Pair for Ethernet and wiring to carry power to an external ONT.  They've not done external ONTs for many years now.  The fiber will need to come in your house... AT&T will drill a hole in the wall as needed to bring it inside.  The AT&T equipment will need to go near there, and power will need to be there.

The builder did you no favors. It looks like that person ran two ethernet cables to the outside, which would work if you had an external ONT. I am not sure AT&T is installing those anymore.

So the fiber cable has to be brought into the house somehow (e.g., either a hole drilled thru the brick / mortar or run up the side of the house to enter through the attic). Those external Ethernet cable are useless going to the outside (still useful inside if the house is wired).

It would then be run to an internal ONT (less likely) or a gateway with a fiber module (most likely), and then connected to the Ethernet wiring.

The above picture would be great for a NID if wired for telephone service or you had FTTN (Fiber To The Node) with best internet speed of 25 to 100 depending on copper distance or ADSL2+ service with best speed of 18 or less. 

Basement, unfinished in the house with the above wiring exposed?

If not, would have been better if builder would have installed flex tubing with a pull string or mule tape.

The picture posted is for local cable company connection, not ATT fiber.

AT&T Fiber technician arrived and ignored the above ethernet cables and the outdoor pylon that houses the underground cables. Rather, he brought fiber into the house via  a new inground box, an underground trench and a new hole through the exterior wall into the laundry room, where he placed the modem and router. So, the builder has installed within the house ethernet cables and wall ports plus power outlets that are unnecessary and unused.

The pylon in your last post is a Coax Tap and is not AT&T Fiber. As @thechef1 indicated your builder did you no favors by installing outdated wiring to the outside of your home. Where are the Ethernet wall ports in your home and do they run to the laundry room or are they the 2 cables visible on the outside of you home?

The Green Pylon was most likely placed there by the local CATV company and probably sits in an easement at the edge of your property near other homes for any of you who should wish to subscribe to their services.  I doubt a simple request is going to get rid of it.

The wiring in your home, sure.

 I am asking that the builder remove the green pylon and the cables that it covers.

Not likely the builder will remove the Green Pylon or the cables in the ground. The Cable Tap has multiple ports to serve more than just your house. Your next door neighbors may want Cable Internet or TV service.
