Unburied fiber line that belongs to my neighbor

I've been on the phone twice with the AT&T Unburied Line number for close to an hour. This is during the time that Dorian is coming up the Florida coast, so I'm not upset or freaking out but I would like to know if it would be possible if instead of being on hold, could there a simple menu selection that calls up a form any person can fill out to report these? I really REALLY want to mow my grass/weeds.

Thank you for your reply. I was just dropping a suggestion. The cable is exposed to the elements and is a liability and nuisance. It would have been nice to be able to plug in an address in a web form and not use up valuable work time and cell phone power.
