Missing panel ATT Green Utility Box

I had fiber installed a few months ago. After installation I noted that this panel was missing. I’m assuming it is ATT as they dug a huge hole next to it. I thought when they came to bury my lines they would put it back on, however this wasn’t the case. It is an injury risk as well as an eye sore in our community. I’m looking into how to get this addressed.
