Internet slow down started about a week ago

Internet slowed down and it started about a week ago. Web site page refresh in the browsers reminds me of dial-up days. The interesting thing is; if I test speed with ATT hosted servers, all is well. But if I chose any other non-ATT test facility anywhere in the country, which used to agree with ATT's tests until about a week ago, now show me miserable ping times and 1/10th of the speed I used to see both up and down. 

 

Is there an outage in peering? Limited capacity operation for some reason? Did I go over a quota? What's happening?

I am hardwired to the router via Gig networking, but that's irrelevant as there has been no change in my side of the network from the time that the speeds were consistently at the acceptable levels several weeks back.
