Disney+ won't download on Fire TV or Android phone on ATT Fiber
If I turn off WiFi on my Android phone, it will instantly start streaming. If I then turn WiFi back on it works fine but it won't initiate it. Using my Fire TV it won't stream anything on Disney+. Every other streaming service I have works fine.

The most likely issue is IPv6. Quickest way to check is to check your Android's IP address while on Wi-Fi and see if it has be assigned an IPv6 address. Example; 2001:0db8:85a3:0000:0000:8a2e:0370:7334.
For reference IPv4 addresses don't have the colons and are in a format like this: 192.168.1.10.
You should disable the IPv6 Option on your AT&T Gateway (modem/router) and restart your Fire TV and your Android phone to get only IPv4 addresses.
There have been many reports that IPv6 is not working again in some AT&T markets.
