WE'RE SORRY, BUT THIS DEVICE HAS BEEN BLOCKED FROM NETWORK USE?!!

Hi, sorry if this post looks messy im really stressed rn

so basically when i woke up i couldnt access the internet because the 5ge icon is missing. we dont use wifi at home because we all have unlimited but now im forced to.

secondly, i cant make phone calls either, i just hear a lady repeat the same thing over and over again (title)

i did a imei check online and MY iphone xr imei is labeled clean. 

the phone is under my dads name (obviously) and i already told him, still want to know what im supposed to do?
