iPhones unlock from Apple servers. AT&T just grants permission. It may take Apple 24 to 48 hours to complete the unlock process. You do have to connect to Apple servers The Wi-Fi or cellular in order to complete the unlock through their servers
After 48 hours if the phone connects to Apple servers, but is still not saying it's unlocked, it's possible the IMEI was not processed correctly.

I have waited the 48hrs. I have erased and reset the phone many times. I have reset with and without a sim card. I have completed many hard resets with and without sim card. I have checked the IMEI # several times rechecked the email status all seems to be in line but not working.

Are you suggesting to file a complaint to FCC over a processing error? The phone is probably only worth a hundred dollars and I have spend over 16 hours time researching, processing, communicating a straight forward process.
