transfer cellular plan

My new ipad 7th Gen came from Amazon without a SIM card. The card in my old ipad 3 is too big to fit into the slot in this new ipad, so I ordered a new SIM card and installed it into the new ipad. Now I am getting a message that says I have no more cellular data. On the new ipad, I clicked on a button to Transfer to a new ipad but I got nowhere.

So how do I transfer my data plan from the old ipad to the new one?

I just returned from my local AT&T store. Everything looks to be in order...no explanation for why I received an error message saying I had run out of data. If I have more trouble, I will have to call AT&T--wish me luck getting someone to actually talk to me.
