IPhone Unlock Issue

I have been trying to unlock my iPhone for a month.  I sent the request, confirmed the email (I have a screenshot) and now all it says is pending ?  I try to submit a new request and can't because one is already processed.. but my "request processing" is "paused" because it says I haven't confirmed.  Help.
