I bought a used iPhone in Ukraine without knowing anything about the blocking. Is it possible to somehow revise it taking into account these details and unlock it? There are correspondence and receipts for payment.

It is more possible for you to return the device to the seller and get your money back.
Only the original owner of the phone can unlock / unblock the iPhone. If the phone was lost, stolen, or sold without unlocking there is nothing to be done by ATT.

You cannot, what you have is the information of who sold the phone to you… that is who you have to contact for any resolution including returning the phone for return of your payment.

You likely got scammed and the phone will never get unlocked. All you can do it try to get your money back from the seller. There is no special situation unlock, if that’s what you’re wanting.
