Did you buy the phone from AT&T and has the phone ever been used on the AT&T network?  I think this phrase is the new version of “this isn’t an AT&T device”, meaning that the IMEI isn’t in their database.

Also, you need to edit the screenshot to remove your visible name.

Also if the phone was ever replaced by warranty or Insurance the IMEI is not the one AT&T has recorded for your phone on your account.

Hello sardarsabh, we're here to help with your device unlock request.

Please allow me to assist. Let's meet in a Direct Message to discuss your unlock request.  Please check your Direct Message Inbox, which is the chat icon next to the bell icon in the upper right corner of the Forums page.

In the meantime, we have a question. Did you receive the replacement device from Asurion. This will tell us if the device is eligible to be unlocked.

Looking forward to speaking with you!

As I wrote, your IMEI is wrong.

Call at&t and explain its a replacement phone and correct the imei

Then you'll be able to unlock it
