ATT typically does not sell phones to non customers but that may differ from store to store. There are plenty of places that sell phones, buy from somewhere else. If you want an iPhone, buy directly from Apple.

Since iPhones sold by AT&T come locked to AT&T, and won’t be unlocked unless you complete a minimum term of service, even if you pay full price, there really isn’t any value in buying a phone from AT&T and not also getting service, at least for a while. If you just want the phone, then as @sandblaster said, buy an unlocked no-SIM phone from Apple.
