Device Unlock

Hello, 

I am trying to unlock my IPhone because I recently relocated to Germany and need a new SIM card. I know my phone meets the eligibility requirements to be unlocked, however whenever I try to submit a request it says "Oops, looks like we're having network difficulties. Try again later." I've been trying for two days now and nothing is different. Any help would be appreciated!
