Voice-mail setup help

I've switched carriers and I'm trying to setup my vm. The problem I'm having is there isn't a number programed... So I press and hold 1(according to help guide,) it then gives me the option to save a number there!? Also, when I press the visual vm key it states 'Voice-mail hasn't been configured.'

Any suggestions?
