lost phone advice android/samsung

Hi. Someone stole my phone and I found it in another city via AT&T. Should I secure the device? Or lock it? Don't think I'll be able to retrieve the actually phone.  Will my info be transferred to a new one if I have to get one? Should I make a police report?

Yes to all that 

You can use find my device to lock and locate the device. Submitting the police report may allow you to recover the phone. If necessary you may need to wipe the phone to prevent someone else from accessing your data. You will of course need to replace the phone, as soon as possible phone service needs to be suspended so someone can't run up calls to some other country and rack up $1000 in Long distance calls.  

Once you replace the phone, you need to have a new SIM card made for your replacement phone with your old number

Next, please disable your device and lock it using your device's tracking application. 

Once that is done, if there was an active insurance on your device, please look into filing a claim and getting a replacement device if this was your primary device.
