Lol, need some help here

Well, actually i got my s21 ultra from a UAE website that sells refurbished phone, but it appears that the phone im holding it was locked from AT&T and now its unlocked, but the most important thing that it doesn't receive an update, note that the version of Android should be 14 on my s21 ultra but its 13 and when i search for an update it tells me that my phone is on the latest update, so how should i slove this problem? Or nothing will gonna gelp me at all ?, I knew this phone was locked before cuz i put the imei on a IMEI check web

Take it back to the seller and get a refund.  There is nothing that can be done for you.  AT&T doesn’t sell phones in the UAE, and AT&T Samsungs can’t  get updates unless they are connected to AT&T’s cell network.

AT&T branded phones only receive their updates on their network, their SIM. Doesn't matter if it is unlocked. So you cannot get updates on your phone because you're not on AT&T. And even if you were, those updates don't transmit out of country.

There is the option of purchasing a manufacturer unlocked phone. These are not made with any carrier specific software. So you don't have the issue of having to get updates from a specific carrier's network.

Return the phone and get a refund. Then get a phone for where you actually live instead of a phone that is for the United States (regardless of what U.S.A provider it is).

Phone must be AT&T branded, used on the AT&T network with an AT&T SIM card. You can try running a manual update, but if it doesn't find any then it may have to receive it automatically after it has been in use for some time. There is no guarantee on when an automatic update would happen.

Well that's the problem, i cant get a AT&T sim and i cant use their network, and i dont have any relationship in fact that im living outside the US country so this could be more difficult to solve this problem, at first i thought if a locked phone got finally unlocked by the carrier it will receive any update that comes from the factory without any permission from the carrier of the phone, so i don't how to deal with this.

Those updates are carrier specific as they have to accommodate carrier specific requirements. As such not being on the AT&T network, even more so being out of country, you cannot get the update.

In this situation, buying a phone from the manufacturer (so unlocked from them) is preferred. That way there is no carrier specific software and you can get any needed updates directly.

In response to your inquiry I would like to inform you that software updates are rolled out by the manufacturer however that can be a reason why you are getting a notification stating your phone is on the latest update. I request you to wait till it reflects in your device as Samsung has to roll out the software update for your s21 ultra.

From ur meaning that if my phone got officially unlocked, i will receive any update from the manufacturer normally and not by the carrier, right?

In response to your question, as previously stated, software updates are initially released by the manufacturer once they are ready, and AT&T only rolls them to customers. Also, you'll need to ensure that you are located in the United States, and connected to our wireless network, so the software installation is not interrupted.
