LG v60 ATT is paid off, but says I can't unlock

My LG V60 phone is no longer working. It has been paid off for a while now, and I wanted to unlock to try and connect to another network but I am getting the message "We're sorry. We can't unlock this device."

If it hasn't been used on AT&T in a while, the IMEI is not registered.  

Start by calling AT&T and see if they can research the IMEI for you and see that it is eligible to be unlocked.

Hey there @Nickpizarro! We understand how important it is to have your device unlocked, so let's get you the information you need.

 

We are listing the eligibility criteria for having your device unlocked. Please go through the same and let us know if everything fits.

To have your device unlocked, please make sure your device is:

  • Is an AT&T phone or device and isn’t active on another AT&T account.
  • Doesn’t have a past-due account balance. Make a payment to bring your account current. It will take 24 hours for your payment to post.
  • Hasn’t been reported as lost, stolen, or involved with fraud.
  • Is an AT&T Prepaid® phone with a Prepaid SIM that has had paid service for at least six months. You must submit your unlock request using the most recent version of the AT&T Device Unlock app.

Once you're sure the device is eligible, you can submit an unlock request:

  1. Go to att.com/deviceunlock.
  2. Select Unlock your device and follow the prompts.

Once your request is approved, check your text messages or email for instructions and an unlock code (if required). iPhones don't have unlock codes.

Thanks for the replies. I have been stuck on this for days. It according to ATT, and even though i was never prompted for the code, my phone has been unlocked. I can get into a menu that displays the message "your phone has not been personalized", which seems to mean it was unlocked. However, I am still unable to get any data with my new functioning sim. This is a non AT&T sim, in an unlocked AT&T phone, and it looks like it is trying to connect to the AT&T network. In the network operators menu, T-mobile and Verizon do appear, but their options are grayed out. when i select AT&T and go to network, service state says out of service, and mobile network state says disconnected.
