I need to get the remaining prepaid money over to my new phone after my original phone was lost.

I assume that because you lost your previous prepaid phone you also lost the SIM card that was in it? If that's the case you have to go to an AT&T store with your ID, prove that the prepaid account is yours and have them make you a new SIM card with your old phone number on it

Did you read the TOS for prepaid plans? What does it say?

When ATT seeks an acquisition, a pile of complaints at DOJ scuddles it.

The word is spelled

"Scuttles"

Which has absolutely nothing to do with you providing proper ID to reclaim your prepaid service and number

@GArroganceTexas

There are none left by the way and the DOJ could careless.  FCC has more bite with carriers than DOJ.  Alphabet agencies out of the way this is YOU problem not a ATT problem.  YOU lost your phone YOU failed to provide evidence you own the account.  YOU have to do this at a ATT company owned store.  This will not get fixed over the phone or at a authorized retailer.

@BillJohn2  To get a complaint to AT&T Upper Management, file an online complaint with the BBB. That will get forwarded to AT&T and someone from the Office of the President will contact you. That's as high up in AT&T that a customer can go. Just have any paperwork to support you claim on hand just in case. They may be able to help but there's no guarantee.
