I assume that because you lost your previous prepaid phone you also lost the SIM card that was in it? If that's the case you have to go to an AT&T store with your ID, prove that the prepaid account is yours and have them make you a new SIM card with your old phone number on it

There are none left by the way and the DOJ could careless. FCC has more bite with carriers than DOJ. Alphabet agencies out of the way this is YOU problem not a ATT problem. YOU lost your phone YOU failed to provide evidence you own the account. YOU have to do this at a ATT company owned store. This will not get fixed over the phone or at a authorized retailer.
