User cannot get AT&T Call Protect or Mobile Security app to complete registering

We have a user who despite several install/uninstalls can never get the apps to finish registering after putting her phone number in. We have also turned the feature on and off using the AT&T Premiere site.

Any suggestions on how to resolve this for the user?

Typically this would indicate the phone is not capable of voice over LTE also called HD voice. Can you please list the make and model of the phone, and if it is an AT&T branded phone?

It is an iPhone 11 purchased from AT&T. It is capable of voice over LTE & HD. It works fine on all other iphones here at our offices. Just not this one.

Any other suggestions?
