Blocked as in locked to AT&T, but you want to use it with another carrier? Or blocked from the network as it the phone is blacklisted? If it’s locked to AT&T, request an unlock online. If it’s blacklisted, you won’t be able to fix that, unless you’re the one who reported it lost or stolen to get it put on the blacklist.
Where did you buy the phone? If you bought it from a third part, like eBay, FB Marketplace, some random guy, etc., you probably got scammed.
