Can A Canadian bring a phone and get an account

Let's answer your questions. Yes, Canadian consumers can definitely get AT&T service. The cell phone number will be provided by AT&T as Canadian numbers cannot be ported in. 

As for the address, like the Ace mentioned, since all the billing and communications are done via Email, the address does not impact much.

Thank you for the clarification. I do appreciate it.  If i did have a US cell number that would mean all my Canadian friends and family would be calling me long distance even if we were all in Canada.  Is this correct?

All that matters for long distance is the phone number. So unless the United States is included in their service, then yes it would be international long distance for them.

Where you are physically at matters for roaming. Unless your home area is both the United States and Canada, you would be internationally roaming in Canada.
