What is included in your standard plan is published online.
https://www.att.com/smallbusiness/wireless/plans/
It includes 5 GB of hotspot. There is no limit on where you can use it.

I am not aware of hotspots having data coverage outside of intended cell tower connection from assigned tower.
There is/was traveling hotpot service for RVers but do not think that works outside US.
