@downeyj - keep in mind that the MicroCell has been discontinued as of the end of 2017. AT&T Support will be of no help and will just try to get you to switch to WiFi-C, which actually offers better call quality and reliability if your phone is capable of that.
If you do want to register/activate your MicroCell follow @lizdance40 links. As long as you have a post paid AT&T cellular account, have a land-based internet (cable, DSL, or fiber), then you should be able to register/activate. However, AT&T will eventually stop the MicroCel from accessing the mobility servers so there is no telling how long the MicroCell will work after activation.
