Verse Gigapower delayed browsing/loading videos

I have uVerse Gigapower in Austin 2 weeks now.  When I run speed tests I get super fast speeds 800-990 MB/sec.  However, just browsing I get 5-10 second delays just to load a video or display pics on some pages.  If I just wait, the page will always load but makes for a very frustrating experience.

I'm experiencing regular periods of high packet loss and increased latency to Japan. This is an issue as I regularly speak with my exchange partner via Skype during these times. It appears that sometime in August 2019, a routing change may have been made on AT&T's network for traffic to Japan.
