Bad faith conduct, driveway property damage claim

I have been trying to resolve for property damage claims on my property of which AT&T has an easement, service station, 3 manholes which were installed by Southwestern Bell service and several miles of Highway 40 in Independence Missouri. It has been a year and the claim has not been settled or resolved.

Now my question is why AT&T will not release to me a telephone contact number and or address to contact their legal department and or Risk Management Department. If anyone knows how to do so please post it. Thank you
