ATT Easement

I am a builder for a company that is trying to place a house on a lot where the ATT cable easement goes directly through the middle of lot. Some neighbors have stated it is no longer active, but it is still on Plat. Location is in Randolph County NC. Plat is book 97 page 29. Lot 41. Homeowner has reach out to local agents and they have provided no help. Please advise.
