Adding a new IPFLEX circuit to existing inventory

Fed Gov Customer recently turned up a new / Additional IPFLEX circuit at an existing site address however it is not showing up on their business Center portal like the other Flex circuits.  What is the "process document" name that instructs the user how to add a new circuit to the Voip inventory?   Note that the sales team does not have access to the Fed Gov. customer's portal.
