Fast busy from cell to landline

That is weird.
Are you dialing the number, or using what is set up in your contact list?

Try deleting the phone number, call your cell from the landline, save the number to contacts. Then test dial.

If this fails, then go to an AT &T for a new sim to see of that fixes it.

I tried all I could on my end. Wound up calling tech support and after awhile explaining that I had already tried everything at his level he escalated to advanced tech support. After several network changes he realized that his network was backed up and he's going to let me know when all the changes made have cleared his system he would let me know. Thanks for your reply
