99999 Error Code when trying to Access Contacts or Import Contacts

I have had nothing but trouble with ATT/Yahoo Mail lately.  I can no longer access my Bellsouth E-mail after talking to Support twice in 2 weeks and changing the password twice and a promise of a call back withing an hour (3 days ago).  So, I created a new sub-account with a new E-mail address.  Now I cannot access my contacts or import contacts from 2 other E-mails that I have through other companies.  I get a 99999 error code.  I troubleshooted and did everything that it said to do to fix the problem, but I still have it.  I am totally frustrated.
