INT'L DATA CHARGE
To whom it may concern,
I was charged $635.69 for int'l roaming when I had my phone on airplane mode the entire time I was abroad. I have tried calling customer service numerous times to no avail. I have been transferred countless times to different departments, without really comprehending what the charge entails. How can I file a claim or what email can I use to contact a supervisor who can escalate this issue?

There is no “to who it may concern” here. AT&T will just tell you to contact them.

If that isn’t working out, you can try filing a BBB complaint, which gets escalated to higher management.

Just a temper your expectations, if your phone wasn't airplane mode it could not have connected to a foreign tower and you would not have been charged. Since you were charged, your phone was not in airplane mode the entire time you were out of the country.
