Was she the account holder? If she was, and passed away, then it sounds like the account was suspended for non-payment. If that's the case, there's not much you can do. You also have another post about not being able to make calls on an AppleWatch 6. If the AppleWatch 6 was tied to her account as well, that could be the reason.

Yeah unfortunately the equipment and service are tied to someone who passed away 5 months ago, there isn't anything you can do. You'll have to buy a new phone and start new service on your own.
If you had been proactive in January, bringing a death certificate to an AT&T store, they could have transferred the phone and your phone number into your name and closed her account out.
