How do I put time limits on my child's phone so they cannot call or text after a certain time?

I want to prevent my child from calling or texting after 11pm each night.  Please tell me how to do this.

my son is about to go off to school and he is only 14.  i want to enforce controls on how he can use his ipad.  does anyone have a good solution..?  smartlimits is good for the phone itself, but with snapchat, facetime, etc.. the ipad presents more of a challenge than the phone!
